Ex-CHP Captain Gets Probation for In-Flight Indecency

Dennis Woodbury, 50, from Azusa, California, was placed on three years’ probation and ordered to complete 100 hours of community service after pleading guilty to a federal charge of “abusive sexual contact” related to an incident on a flight to Los Angeles International Airport.

On April 13, 2025, Woodbury was aboard a JetBlue Airways flight from Fort Lauderdale, Florida, when he engaged in a series of inappropriate actions involving flight attendants. According to the U.S. Attorney’s Office, he consumed an entire bottle of Prosecco before exhibiting bizarre behavior, including showing a pornographic photo to one flight attendant and suggesting a cruise with another.

As the plane was still in the air after meal service, Woodbury slapped a flight attendant’s behind and shouted his love for the man. In a further display of indecency, he later exposed himself to another attendant in the plane’s galley, prompting the crew to intervene and deny his request for more alcohol, according to court documents.

Legal proceedings culminated in a sentencing hearing presided over by U.S. District Judge Percy Anderson. Instead of facing a potential two-year prison sentence, Woodbury received probation and was mandated to undergo outpatient substance abuse and mental health treatment, as well as abstain from alcohol.
