URGENT UPDATE: William Leo Keegan, a cherished member of the Lowell community, has passed away at the age of 76. He died peacefully on October 22, 2025, after a brief illness, leaving behind a legacy of love and friendship.
Born in Lowell on April 4, 1949, Bill was the eldest son of the late William L. Keegan and Ruth (Lane) Keegan. He was a beloved husband to the late Patricia (O’Connor) Keegan and currently to Mary Elizabeth (Townsend) Keegan. His passing is a significant loss for his family and friends, who remember him for his warmth and passion for life.
Bill graduated from St. Peter’s School and was a proud member of the 1967 class of Lowell High School. Before retiring, he dedicated his career to the City of Lowell in the City Engineer’s Department. His colleagues and community members remember him as a devoted public servant.
An avid golfer, Bill held memberships at Mt. Pleasant Golf Club and was an active member of Long Meadow Golf Club. He represented Long Meadow in the Cities Golf Tournament in 1977 and enjoyed countless rounds with friends including Evan Bubanas, Ted O’Brien, and Chuckie Raras. Golf was not just a pastime for Bill; it was a way to forge lasting friendships and create cherished memories.
Beyond golf, Bill was an enthusiastic reader, particularly of mystery novels, and delighted in classic films. His love for travel, dining, and relaxing at the beach added rich layers to his life, creating enduring moments with his loved ones.
Bill is survived by his wife, Liz, along with his brother John Keegan and sister-in-law JoAnn, his brother-in-law Al Parke, and several nieces and nephews, who will carry on his memory. He was predeceased by his sister Constance (Connie) A. Parke and brother Robert P. Keegan, marking a poignant moment for his family during this time of grief.
Visitation services will be held on October 31, 2025, at The Immaculate Conception Church located at 144 East Merrimack St., Lowell, MA 01852. The visitation begins at 10 AM, followed by a Mass at noon. A burial service will take place at St. Mary Cemetery in North Tewksbury, MA.
In lieu of flowers, contributions can be made in Bill’s honor to the Long Meadow Scholarship Fund or The Immaculate Conception Building Fund, ensuring that his legacy continues to impact future generations.
