The City of Sacramento is engaging with residents and local businesses to gather feedback on its proposed Community Sound Management Framework, aimed at updating the management of entertainment-related sound in the city. This initiative follows substantial input from the public, including over 1,100 survey responses, insights from the Sacramento Music Census, and a thorough sound study conducted by Sound Music Cities.
According to a press release from Don Pitts, president of Sound Music Cities, there is a clear community interest in reassessing the current policies governing entertainment sound. The draft framework outlines several strategies designed to enhance sound management, such as integrating Sound Impact Plans with permits and assigning an official to ensure consistency across various city departments.
Proposed Changes to Sound Management
The recommended adjustments aim to refine Sacramento’s existing sound management protocols. Key components include improved communication efforts, the enforcement of source-based sound measurements, and extended management of low-frequency sounds to address bass complaints that have been a source of contention among residents.
Megan Van Voorhis, director of Convention and Cultural Services, emphasized the framework’s dual focus: balancing the quality of life for residents while promoting the city’s vibrant creative activities. This balance is essential for fostering a lively cultural environment without compromising residents’ peace.
To facilitate public involvement, the City of Sacramento will host community meetings on December 8, 9, and 10, 2023. These meetings will provide a platform for residents, venue owners, and event organizers to express their views and contribute to the shaping of the new sound management framework. Dustin Hollingsworth, assistant director of Convention and Cultural Services, noted that community input will be pivotal in guiding the framework’s adoption, which is projected for 2026.
