Berlin Town Council Discusses Flock Camera and Farmers Market Plans

The Berlin Town Council held a meeting on January 19, 2026, where members discussed the installation of a Flock Safety camera and developments regarding the local farmers market. The council welcomed Deputy Cheryl Hawkins from the Cullman County Sheriff’s Office, who provided clarity on the capabilities and data usage of the newly installed camera located near Welcome Mini Storage at 5945 County Road 747.

Deputy Hawkins addressed concerns raised by Councilman Keith Hardman about the potential for users to sell data collected by these cameras. She clarified that the system does not operate live and that data is only utilized for specific law enforcement purposes. For instance, if a license plate is linked to a serious crime such as human trafficking or vehicle theft, the camera can alert authorities. According to Flock Safety’s website, automatic license plate readers (ALPRs) take a snapshot of vehicles on public roadways, and any images not relevant to an investigation are deleted. The company emphasizes that customers retain full ownership of their data, which is not sold to third parties.

The council also focused on the Rebuild Alabama annual report, specifically regarding budget modifications related to the farmers market. Mayor Patrick Bates proposed combining expenses for the farmers market parking lot with road repair costs into one bid. After discussion, the council agreed to maintain the combined bid approach but decided that further consultation with the engineer is necessary to ensure compliance with regulations.

In addition, Town Clerk Keirstyn Montgomery presented a proposal for a new plaque for the farmers market. The plaque, measuring 16 by 24 inches, is estimated to cost $2,349.50. A motion to approve the expenditure was made by Hardman and seconded by Donald Gunter.

The council is also seeking a lawn care company to handle tasks such as mowing, bush hogging, and cleaning.
