Councilmembers Schwertner and Arnold Announce Mayoral Campaigns

In Port Neches, Texas, Councilmembers Terry Schwertner and Robert Arnold have both declared their candidacy for the mayoral position following the recent passing of Mayor Glenn Johnson. The announcement came during a special meeting of the city council, which was convened to discuss the vacancy resulting from Johnson’s death.
Schwertner, who serves as the Place 5 Councilmember and Mayor Pro Tem, stated his intention to run for the unexpired term, which was originally set to conclude in 2027. Arnold, representing Place 4, also announced his candidacy but had to resign from his council position as a prerequisite for his run. His term would have ended in 2027. Schwertner, whose term runs until 2026, is not required to resign due to state law provisions that allow him to remain in office for less than a year and 30 days.
Special Election Scheduled
The council approved a motion to call for a special election to fill the mayoral vacancy, with the election date set for December 13, 2025. During a follow-up meeting scheduled for October 28, 2025, the council will amend the special election ordinance to include the Place 4 position on the ballot, ensuring that both seats are contested during the upcoming election.
Filing for the mayor’s seat opens on October 23 and will close on November 3. Those interested in running for the Place 4 seat can begin filing on October 29, with the application period also ending on November 3. Individuals wishing to submit their candidacy can obtain applications at City Hall, located at 1005 Merriman St., Port Neches.
The recent developments have sparked interest in the local political landscape, as both candidates aim to secure their place in city leadership during this transitional period. The upcoming election is expected to draw significant attention from residents eager to shape the future of Port Neches.
