LAHSA Responds to RAND Research on Homeless Count Methodology
The Los Angeles Homeless Services Authority (LAHSA) has responded to commentary from RAND Corporation scientist Louis Abramson regarding the methodology and findings of the upcoming 2025 Homeless Count. In his commentary, titled “LAHSA’s Homeless Count Undercounts the Most Vulnerable,” published on October 21, Abramson raised critical points about the count’s implications for understanding homelessness in Los Angeles.
The Greater Los Angeles Homeless Count, which encompasses over 3,000 census tracts across Los Angeles County, is a comprehensive effort led by LAHSA as part of the region’s Continuum of Care. This count receives approval from the U.S. Department of Housing and Urban Development (HUD), ensuring its methodology aligns with national standards. This consistency is crucial for tracking changes in homelessness over time.
According to both LAHSA and RAND’s findings, there is a significant trend indicating that homelessness in LA County is declining. The Homeless Count serves as a standardized tool for measuring this issue, yet it is not the sole measure of the situation. LAHSA emphasizes that the most important resource for system planning is the continuous data collected throughout the year via its Homeless Management Information System (HMIS). This system provides real-time information on individual circumstances and service needs, allowing LAHSA to respond effectively with limited funding.
LAHSA’s HMIS collects data every day, enabling staff to monitor specific needs and adjust services accordingly. This approach not only helps in understanding the changing landscape of homelessness but also aids funders in making informed decisions regarding allocations.
In light of the commentary from Abramson, LAHSA expressed its openness to critical analysis and collaboration. The organization has invited RAND’s experts to participate in future counts, similar to other groups that have engaged in this process. Additionally, LAHSA is preparing a request for proposals (RFP) to find a technical partner for the 2027-2029 Homeless Counts.
Paul Rubenstein, Deputy Chief of External Relations at LAHSA, stated, “Collaboration and the utilization of all the data we collect are the best paths forward.” This sentiment reflects LAHSA’s commitment to leveraging comprehensive data in its ongoing efforts to address homelessness in Los Angeles County.
As the discussions around the homeless count continue, it is clear that both LAHSA and RAND recognize the importance of accurate data in shaping effective policies and services for vulnerable populations.
