Garland Mourns Loss of Longtime Commissioner S.J. Smith, 81

He is survived by his siblings, Ellen Gray Smith Strickland, Charles Herman Smith, and Garry Wayne Smith, along with numerous nieces and nephews who cherish his legacy.
