Head of Delaware Nonprofit Arrested for Sexual Exploitation of Clients

According to court documents, Arata coerced women into sexual encounters, asserting a power dynamic where he “had what they needed.” One woman recounted how, in 2024, she performed oral sex on Arata in exchange for gift cards while feeling desperate for resources. Another victim described a yearslong transactional relationship where Arata provided cash and gift cards in return for sex.

Delaware County District Attorney Jack Stollsteimer condemned Arata’s actions, stating he “cynically and cruelly” misused opioid settlement funds to fulfill his own desires. He emphasized the bravery of the victims who came forward and called on others who may have been victimized to step forward: “We heard you and we support you.”

Arata was arrested on August 15, 2023, after a former program director at OCAN reported inappropriate behavior to the police. Allegations include kissing, touching clients, and soliciting sexual favors under the guise of helping them. Some women reportedly left the program due to discomfort with Arata’s conduct.

After posting 10 percent of $500,000 bail, Arata was released but did not respond to requests for comment. Investigators are continuing to look into the case, believing there may be more victims who have not yet come forward.
