UPDATE: A Portland man has been charged with making violent threats against law enforcement officers and their families, as federal authorities crack down on rising extremist rhetoric. John Paul Cupp, aged 45, is accused of directing his threats both in person and through a series of alarming online posts.
On October 14, 2025, Cupp confronted officers outside an Immigration and Customs Enforcement building in South Portland, shouting threats of violence. Court documents reveal he threatened to kill officers, sexually assault their wives, and harm their children.
The threats didn’t stop there. On November 3, Cupp posted a video reiterating his violent claims against federal agents and their families. Just ten days later, on November 13, he shared additional posts with similar aggressive rhetoric.
Authorities describe Cupp as “a prolific producer of online content,” known for his frequent posts that include calls for violence against the United States, antisemitic threats, and more.
FBI Director Kash Patel stated that this case is part of a broader initiative to confront escalating extremist threats. “If you threaten to kill law enforcement officers or harm their families, you will face the full weight of the federal government,” Patel emphasized.
U.S. Attorney for the District of Oregon Scott E. Bradford echoed this sentiment, asserting, “Violent threats against law enforcement will not be tolerated.” He stressed the commitment to prosecuting those who intimidate individuals protecting communities.
Acting FBI Portland Special Agent in Charge Matt Torres remarked on the impact of such threats on public safety. “Attempts to intimidate those sworn to protect the American people undermine efforts to keep us all safe,” Torres stated.
Cupp remains in federal custody as investigations continue. Authorities have not yet provided a date for his next court appearance.
