Queens Judge Edwin Novillo Tackles Court Backlog with Urgency

UPDATE: Queens Criminal Court Supervising Judge Edwin Novillo is taking decisive action to combat the court’s growing backlog, with impactful reforms already showing results just months into his tenure. Since assuming the role in January 2024, Novillo has reduced the number of cases over a year old by 31% and increased trial completions by 20%.

With a commitment to justice, Novillo’s focus on efficiency is transforming the judicial landscape in Queens. A former public defender who represented nearly 9,000 defendants, he understands the human cost of court delays. “You’re carrying this case with you for a year, sometimes two, and that prevents clients from getting jobs,” Novillo stated, emphasizing the urgency of resolving cases swiftly.

After immigrating from Ecuador at just three years old, Novillo grew up in Jackson Heights, where he witnessed the struggles of his working-class parents. His journey to the bench began with a pivotal encounter with a compassionate attorney from the Legal Aid Society, inspiring him to become a defender of the vulnerable.

Now, as the first Ecuadorian appointed as a judge in New York, Novillo is leveraging his experience to address the court’s challenges head-on. He recently opened a second trial part for misdemeanor cases, which has led to a significant increase in completed trials. Additionally, he has initiated an expedited arraignment process that processes 20 to 30 cases every Friday morning, decreasing the arrest-to-arraignment time by 12%.

His approach to case management involves holding parties accountable and ensuring they are prepared for trial. “I want to make sure that I listen to everybody’s input,” Novillo explained, underscoring his collaborative style. His proactive measures have not only streamlined operations but have also restored faith in the judicial process for many residents.

As Novillo continues to push for improvements, he remains accessible to his staff and the community. “Everybody who’s involved in our court system has my cell phone,” he said. This commitment to transparency reflects his mission to ensure everyone in his court has a voice.

Under his leadership, Queens Criminal Court is not just clearing backlogs; it is fostering a sense of justice and urgency that resonates throughout the community. With ongoing efforts to further enhance trial capacity and expedite proceedings, Novillo is making significant strides in reshaping the court’s future.

As he balances his demanding role with family life, Novillo finds solace in spending time with his two children, aged 11 and 15. “Anytime I get to spend with them — whether it’s interrupted or not — is how I unwind,” he shared.
